However you may feel about PJ's "character arcs," they're a moot point in this installment. Here the characters become who they were meant to be--and we recognize them.
Any negative feelings I had about the first two movies were due to changes from the book that I thought were mistakes; taken on their own merits, there's not much to fault. RotK throws even those problems out the window--if a movie's ever been made that's truer to the book it's based on, I don't know what it is. The quibbles are hardly worth mentioning (that's only in my opinion, of course).
And if there's ever been a performance like Elijah's finally fully-realized Frodo, I've never seen it. The only imaginable reason it didn't win every acting award this year is that it's so far above what's considered "good acting" that too many people saw it in the same light as my "EJW content" comment above.

Note on trilogy boxed sets: A set of all three movies (FotR, TTT, and RotK) is also available for both the theatrical and extended editions. But as far as can be determined from the list of "extras," there's nothing included that wasn't on the separate DVDs for the same edition. So, if you've already bought FotR and TTT, you shouldn't be missing anything if you just go ahead and buy RotK instead of the set. Assuming that most people who are reading this have already purchased the first two movies, I haven't put links here for the boxed sets. But anyone who's interested can find them by clicking on one of the RotK links above (theatrical edition) or below (extended edition) and looking at related items.
